2 major problems exist:

1)      Rovers need to be scores with rovers. Trying to fudge the numbers 
so that an outstanding rover effort has about as many points as an 
outstanding multiop effort is wrong. You can't compare the 2.

2)      All contacts need to be scored by a combination of band multiplier 
and distance (six figure grid squares need to be sent). This has been 
proposed before, and rejected by Big Brother because it makes the scoring 
more difficult!!!!!! This scoring method needs to be applied for all 
classes, a big gun that spends 30 minutes to work a 1400 mile QSO on 2 
meters should get more points for that QSO and a 200 mile 10 Ghz qso should 
also be worth more than a 1 kM Q.

A minor problem exists, which actually DISCOURAGES the use of laser. Almost 
no one  uses laser (especially rovers), it takes to  long to acquire the 
signals because the beams are so narrow (.05 degrees wide is typical). They 
are also done at night, which makes operating much more difficult. Any 
laser Q needs to be worth more points, especially those over 5 or 10 miles.

BIG BROTHER doesn't have a very good history of listening to the operators 
themselves (historically), maybe this is the biggest problem of all?
