[VHFcontesting] Multi-op rovers

Yes, I agree that multi-op rovers should be classed separately to a single op.  
It does not matter if they are using one or more vehicles, as all are working 
as a team under one call.  We need this to level the playing field.  Otherwise, 
the single rover doesn't stand a chance of winning at any time.
