The specific Field Day listing is under "Contest Forms and Rules" and the
link is accessed from "2006 Contest Rules" unless you want them in Spanish.
The FD rules include:

As usual the ARRL is a bit confused about definitions and wording. I have
asked them about several such situations over the years.
Their typical reply can be paraphrased as: we know what we meant the rules
to say and interpret them that way, now leave us alone.
