How do you reconcile 100 plus QSOs?  You don't have to.  At the 101st QSO 
the Rover becomes an Unlimited Rover.  The rule reads "A rover may not make 
more than 100 QSOs with any other one rover."  Not that a Rover may choose 
which he turns in.  If the Unlimited Rover turns in a log with 101 QSOs in 
it for the Rover,  then the Rover should be automatically reclassified to 
Unlimited regardless of the class he tried to enter.  The ARRL should 
specifically be counting rover vs. rover QSOs,  otherwise they have no clue 
as to who is following the rules.

More interestingly,  if a third party independantly sent to the ARRL proof 
of 101 QSOs between the Rover and the Unlimited Rover,  and both their 
submitted logs showed only 100 QSOs,  then both should be subject to 
disqualification and other appropriate penalties for sending in untrue logs.
