Its not illegal nor against the rules. I will not use the word "unethical",
but I will say its a violation of the spirit of the new rules. There are now
three rover classes and this was done in order to give the grid circlers their
own category in which to play. Rather that be satisfied with that, they
modified their practices so they could dominate all three. They followed the
rules to do this. It is the rules that are at fault.
