Hi Joe,
   Nobody said that that was the way that it really is.  Your outline lists
the way that it is today.  Nate "suggested" that he wanted undocumented QSOs
to be eliminated.  I was trying to explain why his suggestion probably was
not a good idea.  You have to read the whole thread in order to really
understand the conversation.

If you send in a log for an ARRL contest that does automated log 
checking, you will be able to get a Log Checking Report, or LCR.
Your LCR will give numbers for each of these categories of QSOs:

1. Duplicates (no penalty)
2. Calls copied incorrectly (loss of QSO)
3. Exchanges copied incorrectly (loss of QSO)
4. Not in log (loss of QSO)
5. Calls unique to this log only (no penalty)

Different contests have slightly different reporting formats.
In general:

"QSOs with busted callsigns are removed with additional penalty
of one equivalent QSO"

"QSOs with busted exchanges are removed with NO penalties"
