more than likely is is a rule made eons ago, by someone who worked on
the contest rule committee . They lost the contest, because their
competitor used a repeater to drum up a few more contacts. How very
unfair....

Actually that rule, as well as the one concerning use of 146.52, was more to
protect non-contesters from contesters, whether from contesters begging on
the repeater, or using reverse repeater splits, or tying up the national
simplex channel (back in the days when most FM radios were crystal
controlled).
Preventingsome other contester from making too many FM qsos was not the
issue.
