That is a good point. As I recall the CW only, below 144.1 rule was  made 
before the first 2M EME contact, using any mode, was even thought of.  How 
about 144~144.025 CW only. 144.025~144.1 all narrowband modes?

That's how it used to be  when there was only CW being used on  EME.
