Another thought concerning 3rd party involvement...

I know a lot of people have heartburn about the ARRL Rover rules being
tweaked over the years due to grid circling, with the result (in some
minds) of killing roving in rural areas.  Since the ARRL has abandoned the
UHF test, the rules could be changed by whichever entity wants to be the
organizer.
