An extended version of this proposal - multiple contacts / band and differential points / mode - has been circulated and discussed on this and other forums for the past two to three years.

A formal proposal was submitted by me to the ARRL Contest Advisory Committee (CAC) in September 2021.

The text of that proposal is attached as a PDF.

Dave,
Interesting proposal.
Would this then have the band multiplier applied to the point total,
e.g. analog a digital contacts on 6M would give 3 points (your example
of 1 for Dig and 2 for analog) multiplied by 1 and say 3 points for
similar on 1296 would give 12 points (3 points for contacts times the 4
points per Q)?

Although the VHF/UHF contest survey is over, I just had an idea that
couldresolve the FT8 (digital) dominance during the contest.   I just
wish I hadthought of this when I did the survey.     My idea would
require a change inthe scoring method and the allow multiple contacts
with the same station.Multipliers would remain the same.
Here's the scoring change proposal ---
1 point for each 2-way digital QSO (FT8, MSK, Q65, etc..) 2 points
for each analog QSO (SSB/CW)
And, the biggest change would be to allow two QSOs per band with
eachstation.  One Digital and one analog.    Digital would be
regardless ofwhich digital mode used and the analog would be SSB, CW
or cross modeSSB/CW.
I think this change could provide the incentive to get the crowd off
of theFT8 frequencies and back up on the phone/CW portion of the band
and mighteven boost the contest activity.
