FWIW, I had this same problem in a TS-850 I used to own.  When calling
CQ, stations would come back to me consistently about 100 Hz low.

After lots of time trying to figure out the problem, I came to the
conclusion that the rig just simply transmitted 100 Hz low, but only on
FSK for some reason.  CW and SSB were ok.  To fix it, I just set the XIT
100 Hz high and ran it that way for years.  Worked fine.

I eventually sold the '850 and got an '870.  The '870 is right on the
mark (pun intended).
