Thanks to the several who responded with ideas. I attached Steve's only
because he suggested that it didn't sound like Writelog that caused the
problem. Turns out you're right, Steve, but it does fix it!

Here's my setup: I have a switching transistor with the base to parallel
port pin 16 through a 1K resistor. It works fine for PTT once the initial
rig turn-on problem is "fixed".

I put a scope probe on the base, and re-booted the computer and during boot,
I see about .75 volts to ground that remains there until I start WL and turn
off the PTT on CW RTS. Then the line goes to zero. Just for fun, I can check
the box again and I see the line go to the .75 volts for a fraction of a
second, then back low.

So, WL somehow pulls that line low and the rig is happy. I'm wondering if
that voltage can be held low with a light load (maybe 2K ohms or so). That's
my next trial.

I'll publish the results, of course.
