[WriteLog] cabrillo fix for WL 10.34

The cabrillo file generated by WL 10.34 does not correctly fill out the sent
serial number column for sent QTCs for single digit serial numbers with a
leading "TT". This patch fixes that formatting problem:

patch, you can alternatively fix the problem by using a text editor to
subsitute <space><space><space> where the original had <space>T<space>.

And I still don't know whether the WAE sponsors accept Cabrillo this year.
