[WriteLog] VE mult names

This made me think a little. It seems every contest has different rules
for counting VE mults, and they keep changing.

I just wanted to verify that WL correctly counts VE mults in Calif QSO
Party, comming up soon Oct 5-6. If you operate from inside CA it shouldn't
be a problem. In order to maintain tradition, CQP still has only 8 VE
mults: VE1-VE8 with all the MAR districts lumped into VE1 and all the
northern districts lumped into VE8. If you operate from one of these rare
districts, please be aware that the CA stations you contact are looking
for "MR" or "YNWT" (the others are pretty obvious).

Rules for Sep 29-30, 2001 said, "One multiplier point for each US state
(48) and each Canadian area (13)..."  They also said, "Canadian areas
are VO1, VO2, VE1 (NB, NS & PEI), VE2, VE3, VE4, VE5, VE6, VE7, VE8
(NWT), and VY (Yukon)."  This adds up to 11, not 13 if, as the
parentheses suggest, the maritime Provinces all count as VE1.  Very
confusing.  With respect to our most recent new Canadian political
entity I guess the contest committee is having none of it.
