Paul,
I think it is because the robot is expecting 'ARRL SECTION' and not
'STATE-PROVINCE'
Just replace with ARRL-SECTION:CA and it should be okay.
I am not sure how you got that, as I checked my cabrillo output and it had
put ARRL-SECTION in there.
