[WriteLog] 10.46 Web Update--spaces in file names trips up therestart

There have been several reports of the "File Web Update Data Files" not
working. I believe all of these are due to space characters in the file name
(or in the directory name containing the file). The data file update
actually succeeds. It is the restart of WriteLog that fails. Space
characters will be allowed in the next update of WriteLog.
