[WriteLog] "Move the rotor" Sshortcut?

While there is a keystroke combination to move the rotor, it isn't 
listed in the shortcut pull-down.

1 - Is here a way to make a shortcut for this?

..which begs the oft-repeated question: is there a comprehensive list of 
*all* of the functions that can be 'short-cutted'?
