Pumping the AGC is ALWAYS a factor if the receiver IF bandwidth is 
greater than the bandwidth of the desired signal.  When operating 
PSK31 with a 3 KHz IF bandwidth and "panoramic" (e.g. waterfall) 
display, strong undesired signals will effect the AGC - generally 
decreasing system gain and causing weaker signals to "fade into 
the noise." 

The proper way to operate PSK31 is as its inventor envisioned 
with narrow IF filters, in single signal mode and tuning with 
a spectrum/phase scope.  This is the high performance operating 
paradigm supported by WriteLog/RTTYrite.  Using broadband decode 
and wide filters negates most of the benefits of PSK31.
