[WriteLog] COQP dll - how to install?

OK, I downloaded the COQP.DLL  file and stuck it in with the rest of my WL
dll files.  Started up WL but it does not show COQP on the list of
selectable contests.

So, I guess I need some detail on how to get COQP to show up in the list.
