[WriteLog] 10 meter contest log problem solved

Chad, WE9V hit the nail on the head.  In checking Writelog.ini I had my
callsign still set for my last Dxpedition, so WL thought I was outside
the US.  When I changed  Writelog.ini to my US callsign the Cabrillo log
is now correct.  Thanks Chad.
