I'm not sure about being in Administrator mode, Bill.  I run XP/SP3, which 
doesn't require being in Administrator mode.  I don't think it does, anyway.

I had this same issue recently and asked the group about it....  It seems 
that you must be in Administrator mode before opening that application.
