I use Windows 7 without a problem.  Here is my Writelog.ini excerpt:

[Elecraft_K3_commands]
Macro_10=SWT21;RC;
Macro_11=SWT 31;
Macro_12=SWT35;RC;
Macro_13=SWT39;

The RC; command clears the K3 RIT after my CQ (M1) and Thank You (M3) 
messages.

Yes, you can use Macro_10.  Writelog reserves macros numbered LESS THAN 10.

I use the Keyboard Shortcut Tool to define F2 as RigKbdCommand(10), F3 
as RigKbdCommand(11), etc.
Works great.

When defining the SSB message content, enter the command %GKx in the 
desired function key to send Macrox.  For example:
F2:%GK10        {sends my CQ message}
F3:%GK11        {sends my exchange message}
F4:%GK12%L        {sends my Thank You message and logs the QSO}
F5:%GK13        {sends my callsign}


No need to define a function key (or any keyboard shortcut) to terminate 
a message in progress.  Just tap your footswitch, PTT, or trip the VOX 
and the K3 terminates the KDVR3 message in progress.
