Make sure your F-key CW messages *do not* have any trailing spaces.
WinKey considers spaces received from the ASCII interface to be
characters and holds PTT while they are "sent".
The original WinKey (v.10) - as used in microKEYER, microKEYER II,
and Digikeyer II - holds PTT for one word space plus any specified
delay (Router PTT Tail) after the last character from either the
paddles or computer.
