You should be able to get up to about a -8 or -6dbm out of it.  First, make
sure you have disabled the ALC (the little switch under
the top hatch).  Also, I've found that the power control and menu power
settings both have an affect on the XVTR output, so make
sure they are at maximum.

If all else fails, you can probably get more output by eliminating the
limiting resistor that is in series with that jack inside the radio
somewhere...

If everything else has failed, you could build an inexpensive MMIC preamp
to boost it up.

I put an RF voltmeter on the output of mine a while back and did measure
about -7 dbm output maximum on that jack without
modification>

One note:  The earliest runs of the MP required you to add an outboard
switch to break the ALC line.  Later runs have a small slide switch
included on the ALC board under that top hatch.
