The "ROM" in the FT-990 was integral to the controller. There
is not any way, short of replacing the controller to upgrade
to firmware 1.3 from an earlier version.
At one time Yaesu USA still had controllers and would do the
update. However, with their recent termination of support for
a large number of older radios, I would not hold my breath
while looking for an update.
