Sounds like a thin insulating film has built up on the
normally-closed contacts of the amp t-r relay. This is
a very common problem in "dry" circuit switching (very
low current). There's usually no problem on the normally-
open side because the higher current punches through the film.
Clean the contacts off the best you can with contact cleaner
and light use of a fingernail file. On some relays, you can
remove the spring and the contact assembly can then swing out
for easy cleaning.
On the other problem, mismatch to the ts-850, you can always
use the tuner in the 850. If it "hunts" instead of stopping,
you can stop it manually and it will be close enough. Or,
you could adjust the input nets on the amp, or, you could
change the length of coax between the amp and 850, sometimes that
helps.
