A swinging choke is a cheap form of open loop voltage regulation.
As the current increases the inductance decreases this increases
the voltage on the following filter capacitor. In essence the filter
configuration
swings from inductive input when the current demand is low (large
inductance) to
nearly a capacitive input filter when the current demand is high (small
inductance).
