That's how a solid strap works.
RF current pushes out to the edges. The amount of inductance
is directly related to the flux surrounding the conductor,
and since the flux is spread out the inductance per unit
length is much less. Of course the current concentration at
the strap edges makes resistance increase over even current
distribution , but the inductance drops.
A skeleton strap would be no better at high frequencies, and
worse at low frequencies and dc.
