Inrush current is not the only consideration. Having a current regulated supply
also compensates for filament choke resistance and any variations in socket
contact resistance. Ensuring the proper filament current is much better than
just measuring filament voltage.

I looked up the data sheet for the GS-35B and the filament current is listed as
2.65 to 3.25 amps! Hence the confusion. Evidently the tube is designed for
mobile applications where the voltage can vary considerably. I would adjust
the current until the voltage right on the filament pins was 12.6 volts. It will
probably be in the middle of the published current range.
