The question concerning a 24 hour category arises almost every year.

Generally speaking both of these surveys suggest there appears to community
for support for a 24 hour category. It seems that this category could be
implemented in a number of ways ranging from soliciting the support of the
contest sponsor to involving a new sponsoring group to handle scoring and
results without disturbing the original contest.
Perhaps all that is required is some coordinated effort to how to encourage
or implement a 24 hour category.
