[CQ-Contest] CW Sprint/FOC/RTTY

To my great disappointment, the February CW Sprint has been scheduled for the 
same weekend as the FOC marathon and (yet another everyone-works-everyone) RTTY 
contest.

For the past several years, this conflict has been avoided by swapping the 
Phone 
Sprint and CW Sprint weekends in February. This was a very good move !

Could someone explain the reasoning and process that lead to the Phone and CW 
Sprint weekends being swapped back again, leading to this conflict ?
