I had a cyclic noise problem like this and it turned out to be a defective
street lamp. It was trying to fire, not quite making it, resetting itself and
trying again. Your mentioning the 23 second interval triggered my memory.
It doesn't have to be a street lamp of course. Any thing that's trying to start
and not quite making it could be the culprit.
