It may mean that the roll our was only in a HOA/CC&R area where no active 
HF hams live.  I think this was also the case in NC.  Seems only prudent if 
you'd want to operate a BPL system for a while without any complaints 
before going full bore.

Manassas, VA was the lightning rod for the introduction of BPL.  There are 
a
lot of hams in Manassas, the newspaper wrote several stories that were
distributed nationally.  The ARRL was all over it.
So, BP is now operational in Manassas and I haven't heard a peep out of any 
of the hams living there.  Nothing.  Dead silence.
What does this mean???????????
