Anyone is free to believe anything they want, but the fact 
of the matter is if the time varying electric field is taken 
to zero the magnetic field also goes to zero. If we allow 
the time-vaying magnetic field to couple outside a shield or 
screen, the electric field and e-m (radiation) field will 
also be there.

When a "shield" is placed over a small loop antenna the only 
thing changed is balance of common mode currents.  Read the

The electric field may be relocated or redistributed, but it 
must still very much be there or the system will simply stop 
all forms of coupling.

This is why any of these schemes of transfering energy or 
data over unshielded lines or from "loop to loop" will also 
result in radiation and bother people a long distance away.
