It is one indication or likeness to a narc. But so is a light dimmer so are 
many power supplies so are many light bulbs there are many many things the 
discharge at the peak of every Hive cycle or once per cycle. Not just sparking 
sources. Also, summus parking sources only discharge on the positive half of 
the cycle.
