The question is: Who operates the system? Under the FCC rules, the operate of
a Part 15 device that meets the lmits in the rules is responsible for doing so
in a way that doesn't cause harmful interference.
If the installer puts it in and it belongs to the homeowner, the homeowner is
the sole operator. If the installer or utility have some control over the
system, they may be operators. The manufacturer is responsible only for
meeting the FCC limits, but especially in the case of Solar Edge, it has
assumed most of this responsibility on behalf of its customers.
If the homeowner can turn it off, or made the decision to contract its
installation and can remove the system or control whether it can be mitigated,
then the homeowner is also an operator and thus responsible for harmful
interference.
