All,
We don't have this problem here in P29 but I can sympathize with you all. The
RSGB tests in UK supported amateurs in opposing this kind if pirate activity,
but if you read the report, the amateurs were dismissed by the power industry as
un-informed and ignorant !
I can't see that sub-stations serve an economic group of users ?
Here in PNG we have thousands od users connected to each real sub-station.......
so how to make it pay  with only 10-200 ?
Perhaps they (the industry) are referring to pole transformers ?  which would be
the last common impedance device on the way from generation to user.
Running data out to each pole tranx would have to be via another pair of fiber ?
How would this make any money ?

As well, the rates may be cheap, but the modems won't be and you can bet they
will be a restricted product of extreme cost.

Another thing !  you guys in the real world can get cable and satcom internet
much faster than any shared 2.5Mbit service anyway. A mate of mine in Darwin
Australia already had 11Mbit bidirectional comms via Telstra Advance a new
satcom system for AUD $400 a month with unlimited downloads.

Beat that !
