Scott,

I don't know what frequency the invisible fence uses but
I would think that a suitable low pass filter installed 
in the fence wire right at the fence transmitter would eliminate 
the noise. 

The goal is to not reduce the useful signal to the fence wire
but to greatly reduce the harmonics above the invisible fence's
operating frequency.

You could at least try a RF choke, say a few turns on a 73 or 
61 mix core right at the transmitter....see if that helps.  Also, 
you might try a .01 or .001uf capacitor to ground right 
at the transmitter, with and without the choke.   Quite a 
few turns on a piece of wood dowel might also yield 
enough inductance to work....experiment!

You might check to see if the transmitter is installed very
close to where the fence wire enters the ground (it IS buried
isn't it?).
