I used to have a 130 foot horizontal wire between two 55
foot towers. I used a simple L-C step up network on the
top of one tower to load the wire up as a voltage fed
antenna on 80 and 40. It worked perfectly. I'm fairly
sure the vertical radiation from the tower, which was the
counterpoise, was negligible, because on 80 meters, it was
strictly a cloudwarmer, great reports up to 500 miles,
and inaudible past that.
