I worked Andy in the past couple weeks on top band, from here
its fairly rare contact,  I asked about QSLing and he said via the
PA address because of theft of green stamps in the LZ postal
system.  He also said that the cards are forwarded to him maybe
every 2 or 3 months,  so a long wait is not out of the question.

I have no objection to sending via PA if I can get a card,  if you
prefer to buy beer for the postal workers of Bulgaria have at it.
I prefer Andy made a few cents,  by the way check the value of
the dollar these days,  at 3 bucks hes not getting rich on our dollars
with cards and return postage. In many Eu countries its over 2 bucks
for return postage. 
Its all your choice if you want a card or not or think its worth return
postage. 
I have seen others that are just money drops,  and I do not agree
with those either,  some send out a card now and then just to keep
the bait fresh. 
I cant blame DX for not using the bureau either,  I just sent in a box
of cards to the bureau,  cost 100 bucks plus 12.95 postage,  the
cards were almost another 100.  so to QSL via the bureau cost me
over 200 bucks a thousand. 
DXCC anymore is not a cheap hobby, and add in the ARRL costs.
And 9 BDXCC etc etc.
