Hi Dale,

I recall that thread well.  I believe the consensus was to use butyl rubber
tape topped off with Scotch 88 or Scotch 33 (the 88 is thicker).  I use a
couple of small black (uv resistant) cable ties on top of that to keep the tape
from flagging.  The liquid you refer to is ScotchKote (also a 3M product).  It
works great in a permanent installation.  Just put a coat of it over the tape,
then another layer of tape and another coat of ScotchKote.  It doesn't come off
easily so don't use it if you plan to disconnect.
