It's not supposed to rotate. The bolt secures it to the ginpole mast
and you turn the mast to point it in the desired direction. Be sure you
tighten the bolt down; you don't want the pulley jumping off the top of the
ginpole.
I prefer to have the pulley roosterhead pointed mostly down the tower
where the section will be hoisted and slightly towards the tower. This offers
the least friction for hoisting. When the rope is pulled through the pulley
at an angle, it increases the friction and difficulty. If your ginpole and
tower section are rigged correctly, there should be enough slack to try 2
different leg orientations for fit.
For removing sections, you may want the ginpole over the tower section
you're removing to get maximum lifting power.
This is one of those things that takes some trial and error to find a
preferred technique.
It's not easy and it does involve lots of grunting and wrestling.
Ultimately you will triumph.
BTW, my main criticism of the WB0W ginpole is that it is so damn heavy.
It's great for installing big masts but I still prefer the Rohn for stacking
sections.
