Au contraire ... the CDE rotors use a capacitor start capacitor run 
motor and require the phase difference between the two windings (provided 
by the capacitor) in order to run.  There is no centrifugal switch in 
the rotor motor to disconnect the capacitor and "starting winding" as 
there would be if the if the capacitor was simply a starting capacitor. 

Try disconnecting the motor capacitor from a CDE/Telex rotor and see 
how quickly it turns and how much of a load it will move.
