If you use dipoles, I recommend you adjust each dipole separately and then
connect them to the common feed point for final adjustment. And, get the
dipoles as high as possible above the metal roof.

Remember, the desired communication was out to 250 miles.  This is NVIS
range which works best with heights between .1 and .2 wavelength--not "as
high as possible".
