it's worth the time. For example, it specifically states that PRB-1 does
not specify a minimum acceptable tower, and it lists the states which have
incorporated PRB-1-like language in statutes. Unfortunately, PA is not one
of them. There is a link on that page to a paper on tower height and communications effectiveness, and a 1-page summary of PRB-1. I don't know why Hamlaw doesn't work for you, but that's where the true experts on this hang out -- there and at the ARRL. You might also find a Volunteer Counsel in your area who could advise you. There are 12 listed in PA -- again, that page provides the link. They mostly don't work for free or cheap, but ARRL does ask them to give an initial consultation gratis.
