The sand packed base also allows one to make small plumbing adjustments in  
case the mounting arrangement is not exactly vertical.
 
I built one of these masts back in the early 70's when very inexpensive  used 
oil field tubing was readily available. The mast served well for a few  years 
supporting a three band Quad and Mosley CL33. Later it was cut up to make  
guy posts for a larger tower.
 
Steel suppliers will be able to furnish modern replacements for the  original 
well casing design. One could also use analyze wind survival by means  of the 
currently available computer mast stress programs. The steel suppliers  can 
give you the needed yield strength specs for their products.
