I suspect that what it means is 28 deg, 27.319 min N and 82 deg, 36.623 
min W.  Since there are 60 minutes in a degree, that becomes:  

28 + 27.319/60 deg = 28.45531667 deg  and
82 + 36.623/60 deg = 36.61038333 deg
