One can toast just about any tuner if one exposes it
to radical extremes.

To narrow the question:

Within the range of reasonable SWR's in a properly
constructed balanced balanced tuner is not the
Johnson 229-203 28 uH roller inductor a reasonable
choice for a full-legal antenna tuner?
