There is another approach.
K0XG will manufacture a "Star Guy Bracket" for your Rohn 25. This will
materially improve the resistance to torque of Rohn 25, and still save money
over a conversion to new Rohn 45/55 (you've said you already own the R25).
The star guying bracket is not on his web site, but that's because there's
not much call for it.
It will, however, increase your need for Phillystran. Solution? Instead of
Philly all the way to within 12 feet of ground, make it Philly to within 30
feet of ground and then transition to steel.
This may not be an optimum solution, but it is one not yet considered.

Brown County is a 90 MPH windspeed zone and 80' of 25G is rated at
9.5 square feet - the Skyhawk is 8.5 sq.ft. each. Rohn guyed towers are
pretty forgiving and I don't think your proposed installation will be fatal
but it is pushing the capacity significantly. Be sure to keep your
homeowner's insurance paid up.
