I don't know what Davis RF will recommend to resolder fine stranded wire that 
has become oxidized, but this old industrial electrician has had to do that in 
the distant past...  My method is
  1. comb /cut away, any fuzz that cannot be tamed, and otherwise straightened 
on the broken ends....
  2. Dip into a container of muriatic acid - only to the depth that matches the 
intended length to be soldered <brief dip>, the copper will immediately 
brighten - do not leave it in the acid as it will eat the copper...
  3. Immediately dip in a solution of water and Arm&Hammer Baking Soda to twice 
the previous depth...  Leave this awhile to be sure of neutralizing the acid...
  4. Gently warm until the copper is dry (heat gun)...
  5. Dip the warm copper into solder flux...
  6. Now twist the wire ends until as flat, straight and manageable as 
possible, then twist the two broken ends together - use the Ma Bell method..
  7. Solder with a gun with adequate heat - borrow or buy if you don't have at 
least a 250 watt electric gun - I like the butane catalytic torches, especially 
for outdoors...
  8. Clean flux residue off with a solvent, spirits, or MEK...
  9. Use liquid tape to seal the joint, then overwrap with 3M  #33 electrical 
tape...
